The Analyst Programmer in the Registrar’s Office at Eastern Oregon University (EOU) is a key resource responsible for the functional implementation, maintenance, and enhancement of DegreeWorks and other software programs critical to the office’s operations. This position will be filled at either Competency Level I or II, based on experience and qualifications. The Analyst Programmer role is a full-time, 12-month position and is eligible for the full array of employee benefits offered by EOU.
The position demands strong logical and systematic thinking, meticulous attention to detail, and robust problem-solving abilities. The role involves providing software and programming support to the business and data departments at Eastern Oregon University.
Additionally, the position offers consultative assistance to students, staff, and faculty to enhance the use and accessibility of technology and information systems. The candidate should appreciate the importance of thoroughly testing code and upgrades before they are deployed to production.
This position is located on campus (is not remote).
The Analyst Programmer plays a vital role in the registration and record-keeping processes at Eastern Oregon University. The incumbent supports the registrar in tracking and documenting the progress of over 3,000 students each term, helping them achieve their personal and professional goals at EOU.
Responsibilities
Programming
Serves as the primary programmer for the Registrar’s Office, responsible for writing and modifying computer programs to meet the department’s needs. This includes testing database queries and modifications to ensure accuracy and completeness. The role also involves evaluating system failures and making necessary corrections to data, programs, or operating system languages. Key tools and systems include Ellucian Banner Information Systems, SQL, Oracle, Java, MS Access & Excel, as well as desktop computer system interactions and related application software.
The programmer will work extensively with student information systems, including Ellucian’s Banner system and DegreeWorks. Primary support will be provided for various software solutions such as Banner Student, Banner Job Submission, DegreeWorks, Ad Astra, Millennium Fast, and other systems as assigned. Secondary support will extend to software solutions like Slate, College Scheduler, Canvas, and others, as needed.
Additionally, the programmer collaborates with Ellucian support to address all student system questions and concerns. They will submit support tickets on behalf of the Registrar’s Office, advisors, and other departments for issues related to student registration, DegreeWorks, system prerequisites and co-requisites, and general student system functions. The position requires reviewing all updates to student systems before regular system upgrades are implemented. Furthermore, the programmer will work with Ellucian support on system testing prior to implementing upgrades to the Student Information System (SIS) or DegreeWorks into production. Ongoing engagement with Ellucian manuals, technical documentation, and eCommunities is essential for ensuring accurate system use and staying informed about system changes and updates.
Systems Analysis and Design
Systems Analysis: Meets with end users to collect and analyze information requirements; evaluates existing automated and manual systems; assesses feasibility and aids in the evaluation of alternative design approaches. Writes KB training articles and tutorials to help EOU faculty and staff navigate the systems where needed.
Systems Design: Designs data processing systems to satisfy organizational information requirements; evaluates existing data processing hardware and software systems; determines hardware and software requirements; prepares program specifications and designs application system programs; participates in walk-throughs to evaluate systems or programs designed by co-workers; and plans conversion and installation of data processing systems.
User Support
Provides daily user support to the registrars office, advising and other campus offices to resolve systems and database errors, restrictions, and other problems. Performs other duties as assigned by acting as the programmer for the Registrar’s office. Creates and updates training documentation as programs change or are modified. Routinely trains EOU staff and faculty on how to use current and new programs so they are more effective in using EOUs available systems.
Minimum Qualifications
Associates degree in Computer Science or Bachelor’s in Business or related field; and
2-3 years programming with Scribe or similar languages.
Knowledge and use of Microsoft Office products.
Ability to interpret policies and procedures, and to exercise sound judgment in decision-making.
Must understand and apply appropriately Family Education Rights and Privacy Act of 1974 (Public Law 93-380).
Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.

Preferred Qualifications
Previous experience and Knowledge of Banner SIS and SSB, Navigate, Slate and Degreeworks.
Problem solving in context of Banner software, productivity and user support.
