Position Summary

The payroll role manager, manages and ensures execution of the City of Hope payroll process, including maintenance of time collection system, payroll processing system and tax reporting. Develops and controls all tasks necessary to accomplish the organization's payroll processing objectives, including relationships with internal and external auditors and state and federal agencies.

Responsible for providing direct management, organization, development and support to the overall payroll team. Coordinates daily operations of staff. Oversees production and all aspects of Payroll processing for multiple entities including Hospital, Community Clinics, Research, Philanthropy and Administrative Business Support Services. Under general supervision of the Senior Manager of Payroll, assists in meeting departmental objectives as required. Supports and adheres to all company policies and standards. Responsible for producing various routine and ad hoc reports and regulatory filings for the entity, region, and corporation on schedule and maintaining the financial records and account classifications for all City of Hope entities.

This payroll position impacts every associate including complex pay situations such as enterprise executives, union staff, research faculties, foreign and graduate students, as well as nursing team. Payroll knowledge, accuracy and strong communication skills are a must. Along with the Senior Manager of Payroll, this position closely interacts with many other internal stakeholders (e.g., Human Resources, ITS, Legal, Compliance, Union, Treasury, Corporate Accounting and Finance) within City of Hope as well as outside vendors (e.g, external payroll processor, trade groups). The associate in this role needs to have a thorough knowledge of payroll wage, hour, union and non-union labor laws, tax laws, government filing requirements, relocation tax laws and have a strong knowledge of wage attachments, benefits and pension.

Key Responsibilities include:

  • Management of the outsourced payroll process for Hospital and related entities, including generation of timely, accurate and compliant bi-weekly pay including benefits, taxes and garnishments to 5,300+ employees consistent with federal and state wage and hour laws.
  • Ensuring timely deposit and payment of all payroll tax and other withholdings.
  • Timely and compliant preparation and filing of all payroll tax and regulatory returns, including but not limited to Federal Forms 941 and 940, various State withholding tax returns, State Unemployment return, and annual W-2 forms. Act as liaison with vendor to ensure timely and compliant submissions as per deadlines determined by agency and vendor requirements.
  • Maintenance of all earning calculations, tax tables, and the payroll information system in compliance with regulatory requirements
  • Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations
  • Preparation of ad-hoc and scheduled reporting of payroll information for purposes of audit and/or corporate reporting.
  • Serve in a leadership role in maintenance of PeopleSoft (Benefits and Payroll) and API (Timekeeping) systems, working with IT and HR groups as needed. Manage testing of required upgrades as needed.
  • Providing monthly payroll reporting for Accounting team use during the monthly financial statement close process, for Benefits team use as support for benefit invoicing and for HR team for Total Reward Benefit Statements. Provide overtime reporting to nursing department heads. Provide periodic ad-hoc reporting to various other departments as needed (990, agency reporting, census data, OCHA, Medicare cost report).
  • Preparation of supporting schedules to support the following annual audits: Financial statement audit, various internal audits, physician compensation audit, workers compensation audit, pension plan and 403(b) audits and grant audits.
  • Preparation of annual wage reconciliation for certain key executives. Maintains payroll and business information in a confidential manner.
  • Adheres to Verity policies and procedures and corporate compliance guidelines. Develops, implements and evaluates payroll policies and procedures. Enforces policies and procedures and internal accounting controls. Administers the payroll according to all union contracts, laws, policies, and procedures.
  • Provides leadership, assistance, and training/cross training to payroll associates to ensure they understand established policies/procedures and are trained and proficient in all aspects of payroll processing. Provides leadership, assistance and training to operational and human resources personnel to ensure they understand payroll policies, procedures and systems.
  • Promotes continuous quality improvements within the payroll department by reevaluating procedures and designing methods to improve efficiency and customer service.
  • Responsible for Benefit and Year-End testing. Produces W2's in accordance with IRS guidelines and due dates. Responsible for providing input for yearly evaluations of payroll personnel.
  • Performs other duties as assigned.

Follows established City of Hope and department policies, procedures, objectives, performance improvement, attendance, safety, environmental, and infection control guidelines, including adherence to the workplace Code of Conduct and Compliance Plan.  Practices a high level of integrity and honesty in maintaining confidentiality.

Basic education, experience and skills required for consideration:

  • Bachelor’s degree in Accounting, Business, and/or work experience equivalent.
  • 5-7 years’ experience managing a payroll department, including supervisory experience

Preferred education, experience and skills:

  • Courses completed in Principles of Accounting, Payroll Federal and State Compliance Regulations
  • Certified Payroll Professional
  • Health care industry experience
  • Payroll and/or time and attendance system installation and conversion experience a plus
