Position Summary

Advises the Facilities Design and Construction leadership on all issues pertaining to projects in the institution’s major business units. Leads the Project Delivery Team and its activities. Manages COH Medical Center and Major Capital Projects with values up to $600 million dollars, and other facility construction as assigned. Serves as subject matter expert advisor to City of Hope leadership on medical and major capital projects focused on development of OSHPD related projects and development of new patient tower. Provides training, professional development, and mentorship to junior project managers in the business unit. Oversees the simultaneously management of all projects relating to the assigned business unit. Directs the efforts of in-house and contracted project managers.

Key Responsibilities include:

  • Serves as the Facility Development organization’s primary interface with the leadership and customers of one of the three major business units of the organization. Employs lean principles and excels at written and verbal reporting out to enterprise. Responsible for ensuring that customer input is incorporated (as appropriate) into all project activities and ensures that the customer project team remains situationally aware of the ongoing status of their projects.
  • Assigns projects to subordinate project managers and consultants. Develops comprehensive staffing plans and resource forecasts for projects. Monitors workloads and allocates resources to meet project requirements. Frequently reassesses project execution to ensure projects are carried out according to established plan and budget.
  • Meets regularly to review project activities, consultant performance and management strategies. Assists with solving technical problems as needed. Evaluates performance and makes recommendations regarding Project Management staff.
  • Responsible for all, but may delegate, interface tasks with end user. Monitors outcomes and routinely checks in with end user to ensure project goals are being met.
  • Coordinates development of draft project scope, schedule and budgetary estimate. Conducts visioning sessions with and develops programs with end users. Validates scope requests with business planning from end users to support project goals. Conducts iterative reviews of schedule and budget as design progresses. Presents to end user and other responsible parties for approval.
  • Manages the designs and development of detailed architectural and engineering plans in accordance with organization requirements, including the City of Hope Specific Plan, and in compliance with applicable regulations (such as ADA and OSHPD). Reviews design with end users at key intervals. Obtains approval of design drawings. Coordinates development with all areas having jurisdiction.
  • Recommends the selection of design consultant and develops scope of services and contract. Compiles and analyzes bids and prepares summary for decision support. Oversees consultant performance, including adherence to project scope, quality of work, and adherence to design schedule.
  • Presents project instructions and specifications by providing documentation, illustrations and plans (blueprints) and conducting project "walk-through" with contractors and vendors. Adheres to purchasing policy in procurement and ensures best values are achieved in contracting process.
  • Monitors activity schedules, changes to schedules, scope change requests, their causes and budget impact. Communicates project status and facilitates communication between all parties involved on project.
  • Manages construction including pre-construction meetings and planning to avoid disruption to ongoing operations. Coordinates work with infection control and life safety guidelines and policies. Reviews contractor logistics and delivery plans with appropriate stakeholders.
  • Performs quality assurance inspections to ensure project specifications are met. Employs robust quality controls throughout design and construction including outside peer review where appropriate. Initiates “punch” list including feedback from end users and project stakeholders to address project discrepancies for follow-up and resolution.
  • Verifies receipt of services and construction-related invoices for payment.
  • Evaluates existing facility for ADA, Fire/Life Safety and JCAHO compliance and ensures follow- through and documentation, where applicable. Interacts with representatives of regulatory agencies and presents facility data and documentation as needed.
  • Maintains professional growth and development through seminars, workshops, and professional affiliations to maintain certification/licensure, and/or keep abreast of latest trends in field of expertise.

Basic education, experience and skills required for consideration:

  • Bachelor’s Degree in Architecture, Mechanical, Electrical or Civil Engineering or related field.
  • Experience may substitute for minimum education requirements
  • Demonstrated experience (two years) working as a senior project manager in a healthcare environment under OSHPD jurisdiction and a minimum of 8 years construction / facilities industry experience.

Preferred Certification/Licensure:

  • AIA or professional engineering licensure

Preferred Courses/Training:

  • In-depth knowledge of architectural or engineering design and trades
  • Knowledge in California healthcare construction and of JCAHO, ADA, and OSHPD standards
  • AutoCAD (current version)
  • ProLog

Preferred education experience and skills:

  • Healthcare construction management to include inpatient and outpatient facilities Project manager on hospital operator / owner team
